Free Small Business Advisors: What SCORE Mentors and Small Business Development Centers Offer

Two federally backed networks give owners one-on-one business advice at no cost, and their published figures show how much of that help is available each year.

At a glance

  • Free small business advisors are the volunteer mentors of SCORE and the professional advisors of Small Business Development Centers (SBDCs), both supported in part by the U.S. Small Business Administration.
  • SCORE reported 300,740 mentoring sessions in 2024 from about 10,000 volunteers, and SBDCs counseled more than 325,773 unique clients in fiscal 2023 through more than 900 service centers.
  • For an illustrative owner who meets an advisor once a month, free help replaces about $1,800 a year in paid consulting, before counting what the advice itself is worth.

The number and where it comes from

The figure worth knowing is roughly 30 free mentoring sessions a year for every SCORE volunteer, calculated from the 300,740 sessions SCORE reported for 2024 and its roughly 10,000 volunteers. SCORE states that its mentoring is free for the life of a business, the SBA describes it as available by email, phone and video as well as through local chapters, and the same volunteers ran workshops attended by 321,923 people locally and 284,309 online that year.

SBDCs work differently. They are run by 63 lead organizations funded through an SBA grant that each must match dollar for dollar, with at least half of the match in cash, and they offer individualized advising on capital, business planning, operations, financial management and marketing. According to the Congressional Research Service, the SBA's budget documents credit SBDCs with counseling more than 325,773 unique clients in fiscal 2023 and helping start 20,738 businesses; America's SBDC describes the service as no-cost consulting and low-cost training at nearly 1,000 local centers.

That funding history matters to an owner deciding whether to call. SCORE's federal funding of $17 million was also proposed for elimination in the fiscal 2026 budget request, and both networks were operating as of this writing, so the practical step is to check your local chapter or center and book while appointments are open.

The worked calculation

Owners who are behind on books, bills and taxes often hesitate to pay for help they cannot yet afford, and the inner voice says I'll get advice once things settle down. The calculation below puts a dollar figure on what free advice replaces.

Exhibit 2. Monthly free advising replaces about $1,800 a year in paid consulting
Advising sessions per year (Assumption (one a month))12
Length of each session (Assumption)1 hour
Hourly rate for a paid business consultant (Assumption)$150
Consulting fees avoided per year (Calculated (12 Γ— 1 Γ— $150))$1,800
Same owner meeting twice a month (Calculated (24 Γ— $150))$3,600

Illustrative example; replace each assumption with the rates quoted in your area. Free advisors do not replace a licensed tax professional or attorney when you owe tax or face a legal deadline.

Widget note for the site: a lean calculator with two sliders, sessions per year (0 to 52) and local hourly rate ($50 to $300), and one result, consulting fees avoided per year.

How you compare

  • Hours of help: in the most recent national SBDC impact study available in full with its methods, covering 2020 to 2021, long-term clients were defined as owners who received at least five hours of counseling. That study's established clients reported sales growth of 27.6%, compared with 11.1% for the average U.S. business; clients chose to seek help and reported their own results, so the gap shows association rather than proof that counseling caused it.
  • SCORE clients: 94% of SCORE clients who were in business were still operating at the end of 2024, according to a third-party survey that drew 14,099 responses from 208,738 clients invited, a response rate of about 6.8%.
  • Your own baseline: count the hours of outside advice you used in the last twelve months. If the number is under five, one free hour-long appointment a month passes that line within five months.
